A leading infrastructure investor that finances, builds, powers and operates zero-emission transport networks — so governments electrify at zero upfront cost, and own the assets at the end.
Figures reflect approved programme scope and remain subject to final contract — see footer for full basis.
We are a leading infrastructure investor building the complete ecosystem for electric mass mobility — the fleets, the charging, the solar generation, the intelligence and the capital — so that governments can move to zero-emission transport without spending a single dollar upfront.
Electrification does not fail on intent. It fails on capital, energy and operations — which is precisely where an investor rather than a vendor is required.
Diesel bus fleets remain one of the largest and most visible contributors to air pollution in fast-growing cities.
Electric fleets carry a high acquisition cost, and public transport budgets are often constrained, making large upfront fleet investments difficult.
Governments and operators must assemble vehicles, infrastructure, energy and debt from separate counterparties, each with its own timeline.
Depot and route charging at fleet scale rarely exists, and connecting hundreds of buses directly to a constrained national grid can create significant capacity and reliability challenges.
Vehicles are sold and handed over. Uptime, spares, high-voltage skills and lifecycle management are left to the buyer.
Renewable generation significantly strengthens the emissions benefits of electric mobility — which is why solar generation is built into every programme we deliver, not treated as optional.
We provide a full range of purpose-built electric buses — 9 m, 12 m and 18 m — sourced through strategic manufacturing partnerships and configured to route profile, passenger loading and local operating conditions.
We bring the capital. Structured, project-backed financing removes the upfront cost that stops electrification before it starts.
Depot and opportunity charging designed around the timetable, from 30 kW movable units to 360 kW liquid-cooled chargers.
We invest in, build and operate solar generation with battery storage, so fleets charge on clean power instead of adding load to the national grid.
Complete fleet operations for the concession period — drivers, technicians, spares, diagnostics and uptime obligations carried by us.
An AI-powered Intelligent Transport Management System built on Swiss technology, giving live visibility and control across the whole network.
Under the proposed concession structure, governments do not purchase a fleet outright. Instead, we invest, build, power and operate it, and they pay a single predictable service fee — per month or per kilometre — with zero upfront capital investment required. At the end of the concession, everything transfers into public ownership.
We fund the entire programme — vehicles, depots, charging hardware and solar generation. No capital expenditure is drawn from the public budget.
Buses are manufactured to specification, shipped and commissioned. Depot charging, opportunity chargers, solar PV and battery storage are installed and energised.
Daily operations, shift scheduling, route optimisation, preventive maintenance, spares and driver management sit with us for the full term.
One predictable service payment replaces volatile fuel, maintenance, insurance and fleet-replacement budgets. Payment can be structured per kilometre or per month.
At the end of the concession the entire fleet, charging network and energy infrastructure become the property of the government. Rent, then own.
Government deploys a modern fleet without drawing on its own procurement or development budget.
We carry fleet risk, staffing, spares, energy and uptime obligations for the whole concession.
At the end of the term the fleet, depots, chargers and generation become public property.
The same concession structure is equally available to institutional and corporate fleets — an employee mobility programme delivered at zero upfront capital cost, with a fixed monthly service fee replacing fuel, maintenance, insurance and fleet-renewal budgets.

Under an early understanding with the Government of Pakistan providing an immediate remedy to urban transport pressure, our first electric buses entered live service.
A pilot fleet of 50 electric buses running scheduled urban services with charging and operational support infrastructure established in-country.
The programme was formalised, positioning Denver Investments to facilitate national-scale electric bus deployment under a public–private partnership structure.
Approval secured for 8,000 electric buses with supporting charging, service and training infrastructure, plus a 1 GW solar power plant to supply clean energy to the programme.
The first 2,000 electric buses are being deployed with initial charging infrastructure and operational teams established across the network.
Delivered under a public–private partnership with the Government of Pakistan. First vehicles entered service in June 2022 under an early understanding providing an immediate remedy to urban transport pressure; the programme was formalised by contract in January 2024. Approved bus, solar and programme-value figures reflect the approved programme scope and remain subject to final contract.

We do not add load to the national grid. We generate.Energy strategy
Connecting hundreds of electric buses directly to a national network adds significant load. Our strategy generates and stores the energy on site instead — and at programme scale, we build the power plant.
Solar photovoltaic systems on depot rooftops and canopies generate clean electricity through daylight hours, making productive use of infrastructure that already exists.
Electricity generated during the day is stored in Battery Energy Storage Systems and used primarily for overnight charging when the fleet returns to depot.
We invest in, construct and operate dedicated solar power plants — including a 1 GW plant approved for our Pakistan programme — so charging does not depend on the national grid.
Intelligent charging systems optimise charging schedules, battery utilisation and available capacity to minimise peak demand and energy cost.
Chargers are selected based on depot density, route profile and available grid capacity at every site — from movable units to liquid-cooled high-power systems. Configurations shown are generic references; each installation is customised to the depot it serves.

Built on Swiss technology, the ITMS is the backbone of every programme we deliver — a single control layer giving live visibility and command across vehicles, routes, energy, boarding and revenue.
Process automation reduces or eliminates manual operational tasks across the network.
Accurate information and convenience at every stage of the passenger journey.
Reliability through proactive monitoring, predictive alerts and live management.
360° visibility — punctuality, dwell time, trip completeness, ridership and energy — for informed decisions.
Every vehicle ships as a connected node: telemetry, boarding, surveillance, passenger information and energy data flow to a single operations command centre.
Passenger counting accuracy from precision stereo cameras with 3D technology, including under difficult light conditions, based on manufacturer specifications.
Network visibility — punctuality, dwell time, trip completeness, lost service, off-route events and ridership, system-wide down to individual routes.

TAM based on the cited market research above; SAM and SOM are Denver estimates.
Zero-emission transport powered by our own solar generation, so the reduction is real rather than displaced onto the grid. Projected estimate based on approved fleet and solar scope.
Drivers, technicians, depot and energy staff, plus local supply chains and SMEs supported by the EV ecosystem. Denver estimate based on programme scale.
Emission reductions can be measured and independently verified, creating a potential revenue stream alongside the transport contract.
Per-kilometre or rent-to-own agreements with governments and corporations across the concession period.
Recurring revenue from fleet and infrastructure management for the full term.
Revenue from third-party use of the charging network built around each programme.
Potential earnings from verified carbon emission reductions attributable to the displaced diesel fleet, once credits are issued.
Sale of surplus generation from our solar plants to the grid or to corporate offtakers.
Advertising inventory across vehicle exteriors, interiors, passenger displays and charging stations.
Member states are accountable for progress against the 2030 Agenda, and transport touches almost all of it. A Denver programme is not a single-goal intervention — it aligns with all seventeen goals, with seven of them as direct primary outcomes. Select a goal to see how.
Primary goal
This is the heart of what we build. Modern, quiet, zero-emission mass transit with smart solar-powered stops and real-time information makes cities cleaner, more liveable and more economically connected.
SDG performance is reported nationally and reviewed internationally. A single mobility programme delivers evidenced progress across seven primary goals simultaneously — with the emissions data, ridership data and employment data already captured by the ITMS.
Avoided emissions, passenger volumes, uptime, energy generated and jobs created are all instrumented by the platform we install. Reporting is a by-product of running the network, not a separate exercise.
Programmes with verified SDG alignment and carbon reduction open access to concessional capital, climate finance and green instruments that conventional fleet procurement cannot reach.
We take care of everything, from concept to implementation — vehicles, energy, technology, operations and capital under one partnership.
We bring all the investment needed, removing upfront cost with structured, project-backed financing rather than balance-sheet lending.
We invest in, construct and manage green energy plants to power our operations cleanly and reduce the carbon footprint of every kilometre.
We assemble the best global partners — manufacturing, Swiss technology, renewable energy and international finance.
Every programme is designed around the network it serves, with continued support for the life of the concession.
Unlike others, Denver Investments is an investor and executor of comprehensive sustainable mobility solutions — we do not simply sell vehicles.
Subject to applicable procurement and public-sector requirements, engagement can begin with a short, non-binding memorandum of understanding — without an upfront capital commitment. We then carry out the full analysis and study of the project at our own cost.
Start the conversationWe establish a joint working group with the relevant authority to confirm facilities, network scope, shift patterns and route priorities.
A basic MOU is signed. It is short and non-binding on commercial terms, and provides the framework needed to begin the preliminary technical and commercial assessment, subject to applicable local requirements.
We then run the full study at our cost: technical and route survey, depot siting, grid capacity, charging design, energy modelling and financial structuring.
Fee structure, term length and transfer conditions are agreed, and the pilot phase enters service — typically the first tranche of buses at the primary corridor or campus.
